But there are fears the idea, based on the German constitution, will hammer the South and set regions against each other.
Shadow Chancellor Sir Mel Stride said the blueprint focuses too much on “redistribution” instead of growth.
He said: “Burnham seems obsessed with how the pie is divided rather than making the pie larger.
“Of course we need higher growth in those areas which have not been thriving. But that should not come at the expense of higher taxes on other parts of the country. That approach ends up being self-defeating.”

Reform UK’s Treasury spokesman Robert Jenrick said: “We need to lift all parts of the country up, not pit them against each other. To get the country back on track, Burnham should start by cutting appalling waste of taxpayer’s money.”
Mr Burnham, who watched his rugby league side Leigh Leopards beat Warrington Wolves yesterday, aims to create a Downing Street team in Manchester — dubbed No 10 North — to “redistribute power and resources across the UK”.
In his leadership speech, he said it will “strive for equivalent living conditions in all parts of Britain — borrowing from the German Basic Law.”

But one Labour MP said: “What better way to show the country they have reason to hope again.”
And referring to a suburb of Manchester, another joked: “Let’s bring it Hulme”.
The Government as already announced its intention to bid for the North of England to host the Olympics in the 2040s.
