The Central Bureau of Investigation (CBI) has registered an official case against Captain Anil Gill, the former Director of Flying Training (DFT) at the Directorate General of Civil Aviation (DGCA), along with several companies and individuals, for alleged corruption and criminal conspiracy.The FIR also names Bluethroat Aero Global Pvt Ltd, Redbird Aviation Academy Pvt Ltd, Sabres Corporate Solutions Pvt Ltd, and Sandhills Aviation IFSC Pvt Ltd among accused.The case was formally filed on August 21 under Sections 11 and 12 of the Prevention of Corruption Act, 1988, as amended in 2018, and Section 120-B of the Indian Penal Code. This followed a preliminary inquiry initiated on April 7, 2025, based on a complaint accusing Gill of abusing his official position while serving as the Director of Flying Training.According to the FIR, Gill granted undue official favours to selected flying training organisations (FTOs), resulting in detriment and financial loss to other operators in similar positions.It further alleges that he facilitated the procurement of training aircraft at nominal prices through “benami” or shell companies allegedly managed by close relatives, which were then leased to preferred FTOs at higher rates, generating illegal pecuniary benefit.According to the FIR, Bluethroat Aero Global Pvt Ltd (BAGPL), incorporated in 2016 with Gill’s mother and maternal aunt as directors, later included his cousin and sister-in-law.Other entities such as Sabres Corporate Solutions Pvt Ltd and Sandhills Aviation IFSC Pvt Ltd were also set up with his relatives acting as directors.The FIR states that BAGPL acquired two Cessna aircraft for Rs 10 lakh and Rs 37.5 lakh, respectively, which were subsequently leased to Redbird Aviation Academy Pvt Ltd with approvals purportedly granted by Gill in his regulatory capacity. Between 2021 and October 2023, BAGPL allegedly earned more than Rs 2.16 crore in lease rentals from Redbird Aviation Academy alone.The FIR highlights regulatory favouritism, noting that Redbird Aviation Academy reportedly received its initial FTO approval within one month and three days, unlike competing entities whose approvals reportedly took four to six months.It also mentions that Gill, as chair of a selection committee in September 2022, appointed his cousin Vikas Nain as Deputy Chief Flying Instructor, who was then employed by Redbird Aviation Academy with a monthly salary of approximately Rs 6.5 lakh.Suspicious financial transactions involving Sabres Corporate Solutions and Sandhills Aviation IFSC were also detected, and Gill is alleged to have failed to disclose the involvement and employment of his close relatives in aviation-related activities.
