The shamed ex-duke, 66, was seen with a huge bruise on his cheek near his Norfolk home.

A Government probe into the Royal Family’s property arrangements with The Crown Estate also show King Charles foots a cut-price rent bill for Andy’s daughters Beatrice and Eugenie — despite neither being a working royal.

Incredibly, their reduced rents — lower than market value because Royal Household properties require tenants with security clearance — were based on out-of-date open market valuations.

Ex-Lib Dem minister Norman Baker said ­yesterday: “The whole thing is outrageous. If you look at Andrew, this is adding insult to injury.

“It shows an absolute total contempt for the taxpayer, not only that Andrew was able to have a peppercorn rent for a gigantic property, but then to make potentially millions on the side from subletting properties.

“The money should have gone to the Crown Estate, not into (his) pockets. The Royal Family is yet again taking the public for a complete ride.”

Andrew, 66, was ordered out of £30million Royal Lodge in Windsor last October after it was revealed he had lied about keeping in contact with his US paedophile pal Jeffrey Epstein.

His lease deal revealed he was on a peppercorn rent, paying next to nothing to The Crown Estate for 20 years.

The report by public spending watchdog the National Audit Office was published after MPs began demanding answers over royal rents.

Released today, it states: “Three cottages on the Royal Lodge estate were also sublet with income generated from subletting payable to Andrew Mountbatten-Windsor.”

Royal sources claim Andrew’s subletting did not generate a profit and the rent was set at a rate to only cover maintenance and running costs for staff living in the cottages.

He was allowed to set the rental rate but it has not been revealed how much he charged, or what was spent on repairs and household costs.

Andrew’s subletting ended in April. Since February he has been living in exile at Marsh Farm in Sandringham — where his new life in Norfolk is funded by his brother Charles.

As part of his Royal Lodge lease he is entitled to compensation for quitting before the 75-year term runs out.

The amount he would receive is between £301,967 and £488,342, depending on condition of the property and date the lease is surrendered.

Andrew retains the lease until October and it is thought any money he gets back would be needed to pay for repairs at Royal Lodge.

While Andy and ex-wife Sarah Ferguson were stripped of their titles last year, their daughters remain princesses.

Neither are working royals or eligible for their living costs to be paid via the annual Sovereign Grant, which is funded by profits from The Crown Estate.

Up until this year, Eugenie’s rent for Ivy ­Cottage in Kensington Palace was based on a 2018 valuation and Beatrice’s apartment in St James’s Palace on a 2020 valuation.

The current rental rates are now 64 per cent of a 2026 open market valuation for Eugenie, and 68 per cent of a 2026 valuation for Beatrice.

Sources claim the princesses’ rent is paid for by the King and not the taxpayer.

It is standard on royal estates to pay around 60 per cent of market value in rent.

Prince William and wife Kate pay £307,200 a year for their new Windsor home, Forest Lodge.

The report shows they have signed a “short-term 20-year lease” with quarterly rent of £76,800 and no upfront deposit because they are paying for all internal refurbishment costs.

Earlier this year, The Jattvibe revealed that Duke of Edinburgh Prince Edward and wife Sophie pay a peppercorn rent at Bagshot Park in Surrey, where they are also able to sublet stables in a nearby block.

The Royal Household provides residences in occupied royal palaces at no extra cost to working royals the King and Queen, Wills and Kate, the Duke and Duchess of Gloucester, the Duke of Kent, the Princess Royal, the Duke and Duchess of Edinburgh, and Princess Alexandra.

The Royal Household manages 255 residential properties, with 145 used by live-in staff.

Buckingham Palace said: “We are grateful for this report, which is in line with The Royal Household’s commitment to transparency.”
